ORGANIZATION OF LOCAL SELF-GOVERNMENT IN BOSNIA AND HERZEGOVINA

Abstract

The Organization of local self-government in complex countries makes a very complex issue. The fact that Bosnia and Herzegovina represents an untypical organizational structure with several levels of government makes the problem bigger, indeed. Since local self-government in Bosnia and Herzegovina is under supervision of its entities, this article analyses the organization of the ones in Republic of Srpska, Federation of Bosnia and Herzegovina and Brcko District of Bosnia and Herzegovina. Theoretical and positive legal regulations of local self-government, as well as the analysis of their mutual implication are the point this article starts with. Also paper analyses the actual position of local self-government in Bosnia and Herzegovina in comparison with European Charter of Local Self-Government. The analysis of organizational structure of local self-government in Bosnia and Herzegovina confirms that Local Self Government derive from its constitutional structure. Moreover, it has the same political problems as the state itself. In other words, actual political and legal ambience is unsuitable for development of local self-government in Bosnia and Herzegovina.
